Competence Frameworks

​European Competence Frameworks

In 2018, the Council of the European Union updated its Recommendation on Key Competences for Lifelong Learning, which outlines 8 essential competences that individuals need to thrive in an ever-changing world:
  1. Literacy competence: the ability to understand, use, and critically evaluate written texts.
  2. Multilingual competence: the ability to communicate effectively in multiple languages.
  3. Mathematical competence and competence in science, technology, and engineering: the ability to apply mathematical concepts and critical thinking skills in various contexts.
  4. Digital competence: the ability to use digital technologies effectively and critically.
  5. Personal, Social, and Learning to Learn competence: the ability to manage oneself effectively, build relationships, and learn throughout life.
  6. Citizenship competence: the ability to participate actively and responsibly in society.
  7. Entrepreneurship competence: the ability to identify and seize opportunities to develop and manage innovative ventures.
  8. Cultural awareness and expression competence: the ability to appreciate and respect diverse cultures and express oneself creatively.
To facilitate the development, assessment, and certification of the eight key competences, the European Commission has developed a suite of frameworks providing a common understanding and structure to measure them. ​These frameworks are designed to be flexible and adaptable to different contexts and learning environments, making them valuable tools for educators, trainers, policy makers, and others involved in promoting lifelong learning and competence development. 

LifeCompe is the European framework for the personal, social and learning to learn key competence outlining the skills individuals need to succeed in an ever-changing world: 9 competences, organised in 3 areas:
  1. the "personal" area (P1, P2, P3)
  2. the "social" area (S1, S2, S3)
  3. the "learning to learn" area (L1, L2, L3) 
​Personal Competencies
  • P1 - Self-regulation: The ability to manage emotions, thoughts, and behavior effectively.
  • P2 - Flexibility: The ability to adapt to change and new situations.
  • P3 - Well-being: The ability to maintain physical, mental, and social health.
Social Competencies
  • S1 - Empathy: The ability to understand and respond to the emotions of others.
  • S2 - Communication: The ability to communicate effectively in different contexts.
  • S3 - Collaboration: The ability to work effectively with others to achieve common goals.
Learning to Learn Competencies
  • L1 - Growth mindset: The belief that one can learn and grow with effort.
  • L2 - Critical thinking: The ability to analyze information and form reasoned conclusions.
  • L3 - Managing learning: The ability to plan, organize, and evaluate one's own learning.
 These competencies are vital for thriving in the 21st century and can be developed through formal, informal, and non-formal education.

The LifeCompe framework can be used in a variety of ways, including: Self-assessment, organizations can use the framework to identify the competence needs of their employees and develop training and development programs to address those needs, policymakers can use the framework to inform education and training policies that support lifelong learning and competence development.

EntreComp is the entrepreneurship competence framework. 
"Entrepreneurship is when you act upon opportunities and ideas and transform them into value for others. The value that is created can be financial, cultural, or social". (Danish Foundation for Entrepreneurship & Young Enterprise). 
EntreComp consists of 3 competence areas: Ideas & Opportunities; Resources; Into action, each of them diveded in 5 subset of skills as in the image.

DigComp is the digital competence framework that outlines the knowledge, skills, and attitudes required to use digital technologies effectively and critically in various contexts. The DigComp Framework identifies 5 areas and 21 specific competences. This infographic describes 8 proficiency levels.
It supports the EU's 
Digital Education Action Plan 2021-2027, which in turn contributes to the Commission’s priority ‘A Europe fit for the Digital Age’ and to Next Generation EU. It serves multiple purposes, including designing competence assessment tools, creating training courses and materials, and identifying professional digital profiles within the realms of employment, education and training, and social inclusion (see DigComp Implementation Guides for concrete examples).

DigCompEdu or the European Framework for the Digital Competence of Educators is a scientifically sound framework describing what it means for educators to be digitally competent. It provides a general reference frame to support the development of educator-specific digital competences in Europe. It is directed towards educators at all levels of education, from early childhood to higher and adult education, including general and vocational education and training, special needs education, and non-formal learning contexts. This framework is based on work carried out by the European Commission’s Joint Research Centre (JRC), on behalf of the Directorate-General for Education, Youth, Sport and Culture (DG EAC). 
It 
details 22 competences organised in six areas:
  • Professional engagement
  • Digital resources
  • Teaching and learning
  • Assessment
  • Empowering learners
  • Facilitating Learners' Digital Competence
The focus is not on technical skills. Rather, the framework aims to detail how digital technologies can be used to enhance and innovate education and training.

GreenComp is the European sustainability competence framework. It provides a common ground to learners and guidance to educators, advancing a consensual definition of what sustainability as a competence entails. It responds to the growing need for people to improve and develop the knowledge, skills and attitudes to live, work and act in a sustainable manner. It is designed to support education and training programmes for lifelong learning. It is written for all learners, irrespective of their age and their education level and in any learning setting – formal, non-formal and informal. Sustainability competences can help learners become systemic and critical thinkers, as well as develop agency, and form a knowledge basis for everyone who cares about our planet’s present and future state.​
​GreenComp conceptual reference model consists of 12 competences organised into the four areas.
